State Reserve Purchase Lowered Quality Requirement for Hubei, Hunan and Jiangxi Provinces

On 23rd December, National Development and Reform Commission announced a provision for state cotton reserve purchase, to lower quality requirements specifically for Hubei, Hunan and Jiangxi Provinces, where earlier natural disaster resulted in insufficient cotton quality for reserve purchase. The requirement modification includes: first, color grade extends to light spotted cotton class three and above, length requirement lowers to 26 mm and above, all other indexes unchanged, China Cotton Association cotton quality value difference shall be applied; second, specific reserve purchase volumes are constrained as following: 460,000 ton for Hubei Province, 260,000 ton for Hunan Province, 118,000 ton for Jiangxi Province, these numbers are decided according to their cotton output estimate of 2013/14 season. 
China National Reserve Cotton Corporation will be responsible for the implementation and local governments shall coordinate to protect interests of cotton growers.
